A pre-publication copy of this report was presented to President Wilson on July 27, 1920. Summarized conclusion made eighteen numbered points, including that U. S. Steel, which controlled half the country's steel industry, arbitrarily determined hours, wages, and working conditions for its 191,000 manufacturing employees, average work week was 68.7 hours, half of employees worked a twelve hour day, and half of the twelve hour per day employees worked a seven day week, annual earnings of one-third of workers were below the minimum of subsistence for families of five (at that time the average family size), earnings…
