Arthur Douglass, the chairman of the Select Committee appointed by the House of Assembly to enquire into and report on the working of certain acts pertaining to ostriches, was "a well-known South African politician and a member of Sir Gordon Sprigg's Cabinet of 1902" and "was probably the first man in Africa to occupy himself with ostrich breeding as his sole business.
