It also refers to the lack of registration of births and deaths of the people of ireland so that accurate pictures of the movement of the Irish cannot be given. There are comments about street cleaning, the disgrace of the city markets, sewers, removal of dead animals, etc. An altogether fascinating book on thre city in 1860 - but especially so for its comments vs England.
