From the library of James Armsey, ( 1918-2008) who was the Ford Foundation executive who oversaw grants to universities and colleges in the 1960s, with the only requirement that they had to raise matching funds from other sources. At his urging the Foundation added the requirement that the colleges and universities could not bar black students. This change caused a number of them, including Duke University, Vanderbilt University, Emory University, Tulane University, and several major private colleges, to admit black students for the first time.
