This work describes the birth of the new state at the Peace Conference and its importance in the political and economic history of post-war Europe. The author fully describes the labor condiions in the Saar basin, and the international governmental arrangements. The author spent considerable time in 1934 in the Saar Basin, before the scheduled 1935 plebiscite. This book examines the probable economic and political consequences from the alternative soultuions of the plebiscite from the points of view of the Saar, Franco-German relations, and the peace of Europe and the world. The author addressed, but was not able to fully take into account, the impact of the Nazi seizure of power in Germany.
