Von Martens (1756 - 1821) was a German jurist, diplomat and professor of jurisprudence at the University of Gottingen. He classified European treaty practices and outlined principles of public law; from this work he derived principles of international law which were opposed to the French revolutionary perspective of the time. His approach was "positivist"; based on the idea that the foundations of international law are found only in observable practice. Translated from the French by William Cobbett.
