Removed from a bound volume, moderately toned, foxed, stained, edge wear, tears, separating at the spine, some creasing, otherwise Good.
"The estimate for arsenals, etc. appears large, but it is believed that the public interest requires it. The sums paid for store rent, etc. during the three last years, amount to nearly that sum; and twenty-five percent on that amount would be expended annually for the same object, if the necessary arsenals are not erected ..." ~William H.
