Foreign affairs concerns US relations with the Barbary pirates, the embargo against France and the UK and the coming conflict with Great Britain. Also a proposed Constitutional Amendment: Titles of Nobility Amendment: Proposed to strip United States citizenship from any citizen who accepted a title of nobility from a foreign country.
